The training programme aimed at municipal staff across Mallorca, promoted by the Department of Economic Promotion and Local Development of the Consell de Mallorca, recorded a high level of participation throughout 2025, reaching a total of 2,397 local government employees and delivering more than seventy training initiatives.
These activities were developed as part of the council’s support and advisory functions for local authorities, to strengthen professional skills and improve the quality of public services provided to citizens. The annual results include the implementation of 72 training actions, encompassing courses, workshops, technical conferences and specialised programmes.

The municipal training programme of the Consell de Mallorca reaches 2,400 participants and strengthens its growth in 2025
The Island Directorate for Municipal Assistance designed the programme based on the real needs of local councils, expanding its training catalogue to reach a wider range of professional profiles. In total, 43 in-house training actions were delivered through on-site and online formats, complemented by 23 university extension courses offered by the associated centre of UNED-Illes Balears, under a collaboration agreement signed in 2025.
A total of 1,779 official certificates were issued during the year. Registrations exceeded 3,500 applications, with nearly 800 requests placed on a waiting list, highlighting the strong demand and positive reception of the new training model.
The programme covered key areas for local administration, including artificial intelligence applied to public management, geographic information systems, public procurement, administrative liability and the prevention of offences in public sector management, among other relevant subjects.
Expansion of microlearning and university collaboration
One of the programme’s most significant developments has been the introduction of university extension courses, which have been particularly well received due to their ability to target specific professional profiles more accurately. This interinstitutional collaboration is set to continue as a strategic line for bringing specialised training closer to municipal staff.
Looking ahead to 2026, the municipal training unit will expand both the subject areas and delivery methods by introducing a new microlearning format. This approach is designed to support work-life balance and enable more flexible, modular and personalised learning pathways.
The Councillor for Economic Promotion and Local Development, Pilar Amate, highlighted the strong uptake of the training programme and emphasised that microcourses represent a key step towards a more adaptable and needs-driven training model for local government employees.
The department will continue to broaden its training offer and strengthen cooperation with other institutions, aiming to provide increasingly specialised, practical and high-quality training tailored to the evolving needs of local authorities in Mallorca.
