The president of the Consell de Mallorca, Llorenç Galmés, and the president of the Government of the Balearic Islands, Marga Prohens, have signed an agreement to promote the construction of 323 public housing units in the Sant Ferran district of Palma. The agreement provides for the free transfer of more than 33,000 square metres of publicly owned land to the Balearic Housing Institute (IBAVI), which will oversee the urban development of the site and the construction of the new residential complex for citizens with fifteen years of residency.
The project represents one of the largest public housing developments planned in Mallorca and is expected to significantly increase the supply of affordable housing in Palma. The land, valued at approximately €4.6 million, is located next to the Sant Ferran Sports Centre, the children’s and youth facilities, and the Illes Balears Velodrome. Administrative procedures are expected to begin during the current legislative term through the strategic residential project framework in order to accelerate implementation.

The agreement also includes a strong social and community focus. IBAVI will transfer 35 protected housing units to the Consell de Mallorca for social use, offering different housing layouts to meet a variety of residential needs. In addition, the island institution will receive a 400-square-metre ground-floor space that will serve as a rehearsal venue for musical groups, along with a 3,000-square-metre plot reserved for future childcare facilities and other public services.
The development combines the expansion of public housing with new investments in social welfare, cultural infrastructure and child-focused services across Mallorca. It is part of the Balearic Islands’ «Illes en transformació» infrastructure investment programme and contributes to the broader housing strategy currently advancing more than 1,200 newly built public housing units throughout the archipelago.
