Inclusion of an equality certificate

\ It is carried out while IBDONA develops its own certification of equality plans, as foreseen in the Strategic Plan for Equality.

The Consell de Govern has today approved the inclusion of a certificate, business badge or equivalent accreditation in measures favouring equal opportunities between men and women, issued by the competent state or autonomous community body, as an element of the tie-breaker between bidders in the clauses of the specifications for public contracting processes by the Government of the Balearic Islands and its instrumental public sector.

This is a modification of point 1 of the tenth section of the Agreement of the Consell de Govern of 3 January 2022, which established the guidelines for the inclusion of social, labour and environmental clauses in contracting with the Administration of the Autonomous Community and the instrumental public sector.

This modification allows measures in favour of equality to be maintained as a tie-breaking criterion among the social clauses of the tender specifications by the Government of the Balearic Islands, while awaiting the regulatory development by IBDONA for the certification of equality plans, as one of the measures of the Strategic Plan for Equality between Men and Women of the Balearic Islands 2021-2023.

On the other hand, the Consell de Govern has approved the standard models of administrative contracting clause specifications to adapt them to the latest legislative modifications. These models had already been approved by the Lawyer’s Office and the Contracting Advisory Board in May, but the new Government has waited for the Consell de Govern to approve them.
